“Reserve+”: millions for development, but not for crossing the border
In an interview with Forbes Ukraine, Deputy Head of the Ministry of Defense Kateryna Chornogorenko said that the development of the Rezerv+ mobile application to simplify the process of mobilization of conscripts cost 3.4 million hryvnias ($86,000) provided by donors.
According to her, the teams of the Ministry of Defense and the Ministry of Internal Affairs participated in the creation of the application, and the cost may increase in the future due to the expansion of functionality.
At the same time, the spokesman of the State Border Service of Ukraine Andrii Demchenko stated, that border guards do not accept “Reserve+” as confirmation of military registration data when crossing the border. Citizens must present only a paper military registration document issued at territorial recruiting centers. Demchenko emphasized that “Reserve+” is intended only for updating personal data and is not an official document.
Although the government decree of May 17 provides for the introduction of the military registration document in electronic form, currently no application meets this status. Border guards will start accepting electronic documents only after their official implementation and corresponding changes in the border crossing rules.
