Limited sales and consumption of alcoholic beverages are planned to be allowed from 2026 in approximately 600 specially designated tourist locations and hospitality infrastructure facilities. These are five-star hotels, prestigious resorts, diplomatic zones and tourist projects such as Neoma or Sindala Island.
In such places, licensed establishments will be allowed to sell beer, wine and cider. At the same time, drinks with an alcohol content of more than 20% will remain prohibited. The move is seen as part of the country’s preparations to host large-scale international events — the World Expo 2030 and the FIFA World Cup in 2034. It also fits into the national economic development strategy Vision 2030. The total ban on alcohol in Saudi Arabia has been in place since 1952 and applies to both citizens and foreigners.
We will remind that on January 25, 2024, Saudi Arabia announced the opening of the first alcohol store in more than 70 years in Riyadh. Only non-Muslim foreigners — diplomats in particular — have access to it. The store was opened in the capital’s diplomatic quarter.
His work is accompanied by strict restrictions. In particular, diplomatic personnel who wish to purchase alcohol must first register, obtain a special permit from the authorities, and be at least 21 years old. Customers are also required to adhere to the dress code and have an appropriate appearance.
