Support for Ukraine in numbers: which countries allocated the most funds and weapons

Since the beginning of the full-scale war, all tax revenues to the state budget are directed to support the defense sector. Funds that Ukraine receives directly from international donors are used to fill the humanitarian component of the budget (pensions, social benefits, support for the work of state bodies, reconstruction of the country, etc.). As for military support from foreign partners, it is not provided with money, but with weapons.

Aid to Ukraine in relation to GDP

The USA is currently the largest donor to Ukraine, both in terms of financial support and arms assistance. If we talk about the ratio of aid to Ukraine as a share of GDP, then the Baltic countries help the most. For example, Estonia and Latvia spent more than 1% of their GDP on supporting our state during a year and a half of full-scale war. Together, they allocated 1.05 billion dollars. During the same time, the USA allocated 76.84 billion dollars, but this is only 0.33% of the country’s GDP.

If we talk about financial support for humanitarian purposes, Japan stands out here, in addition to the USA, Great Britain and Germany.

Assistance schedules from 2022 to 2024

At the beginning of the full-scale war, US aid, both military and financial, outweighed the total contribution of the European Union countries. Two years later, as of February 29, 2024, Europe has already become the leader in providing aid to Ukraine.

In total, European donor countries allocated €89.69 billion in aid, compared to €67.1 billion in US allocations (about 25% less). The US, however, is still ahead in the distribution of military aid, although the gap is narrowing due to the slowdown in US aid.

As of February 29, 2024, the United States allocated 43.1 billion euros for military needs. aid, which is slightly more than 1 billion euros more than European countries.

Aid from donors in 2023

According to the results of last year, the championship was also for the USA.

“In 2023, the budget of Ukraine received USD 10.950 billion from this state. In addition to budget aid, Ukraine received more than USD 21 billion in military aid from the United States in 2023 [10]. Other allies provided the rest to the general fund of the budget , the largest of which are: USD 3.626 billion, the United Kingdom – USD 0.998 billion, respectively and the IMF, and for military aid – the USA, Germany, the United Kingdom, the EU and Norway,” – reported in National Institute of Strategic Studies.

Support for Ukraine in 2024

For the whole year, the amount of direct financial receipts from international donors should amount to more than 37 billion US dollars. The leaders will remain the European Union and the United States of America.

During the first quarter of 2024, Japan allocated the most funds to support Ukraine. In April, the inflow of financial aid from the USA and EU countries intensified. In particular, the EU approved an aid package of 50 billion euros, and the United States allocated 60 billion dollars. Although the arrival of aid from the USA was somewhat delayed – the discussion about this tranche lasted for almost six months – starting in November 2023.
