The adoption procedure has been simplified: what future parents should know
Often, people who plan to become a family for orphans are stopped by the complex bureaucratic red tape associated with adoption. Among other things, future parents must pass a medical examination. In order to simplify adoption procedures, a new service – a digital medical report – is being introduced in Ukraine. In addition, they plan to reduce the number of doctors, whose examination the applicant must pass.
How to pass the medical board faster?
Currently, a medical report for future adopters, guardians, adoptive parents or foster carers is issued only in paper form. To get it from five doctors and get a separate certificate from a psychiatrist and narcologist. These documents must then be submitted to the Children’s Services together with the application.
If the candidate submits an application online, a copy of the report must be uploaded to Diya, and the originals must be submitted to the Children’s Service later.
“It is planned that after the launch of the digital opinion, the medical examination will start with a family doctor or a therapist, who will coordinate the process and refer to specialized doctors only if necessary. The whole process will be accompanied and recorded in the electronic health care system (EHS), ensuring a transparent and objective examination. Based on the results of the examination, the family doctor will form a digital medical opinion in the system,” they inform Ministry of Social Policy.
This digital document enables the exchange of information between the medical and social sides. Now future guardians or adopters will not have to submit unnecessary paperwork. The medical examination procedure itself will pass faster.
Later, thanks to the digital medical report, they plan to optimize the annual medical examination of orphans and children deprived of parental care.
Who has the right to adopt a child in Ukraine?
Not all volunteers can become guardians or adoptive parents. In this regard, there is a list of restrictions, including age restrictions. For example, according to Ukrainian legislation, an adopter cannot be a person who has reached the 21st birthday. However, exceptions are possible if the applicant is a relative of the child. In addition, the applicant must be at least 15 years older than the child.
Incapacitated people, people who do not have a permanent income or a permanent place of residence cannot become a guardian or adopt a child. In addition, there is a list of diseases, the damage of which is a reason for refusing adoption. In particular, we are talking about addictions (drug addiction, alcoholism, etc.).
Citizens of Ukraine who are not even married can become adoptive parents. Foreigners who want to adopt a child in Ukraine must be married.
