The Cabinet of Ministers approved the concept of a social program to combat human trafficking until 2030

The Government of Ukraine has approved the concept of a state targeted social program to combat human trafficking until 2030, focusing on the protection of human rights.

According to information from the press service of the Ministry of Social Policy, Family and Unity of Ukraine, the document creates the basis for a new program adapted to the challenges posed by the full-scale invasion of the Russian Federation and the conditions of post-war reconstruction.

The concept provides for:

  • harmonizing national legislation with international standards;

  • implementing gender-sensitive and trauma-oriented approaches;

  • strengthening the protection of the rights of victims of human trafficking;

  • preventing and combating human trafficking on the basis of a comprehensive approach.

According to the Ministry of Social Policy, in July 2025, the status of a person affected by human trafficking was established for 112 Ukrainians.

The majority of victims were recorded in a “mixed form” of human trafficking: 13 people – through labor exploitation, 4 – through sexual exploitation. 80 people applied for financial assistance, who received funding in the amount of 699 thousand hryvnias, including 20 women, 57 men and 3 girls.
