The Cabinet of Ministers approved the updated Technical Regulations for the Safety of Machinery based on the EU model.
Ukraine has taken another significant step towards full membership in the EU and the conclusion of the ACAA Agreement (“industrial visa-free travel”) in key sectors. The Cabinet of Ministers has approved the new Technical Regulations for Machinery, which fully harmonizes Ukrainian requirements for the safety of machinery and equipment with European standards.
As reported by the Ministry of Economy, Environment and Agriculture, the new document is not simply an update of previous regulations – it actually reproduces Regulation (EU) 2023/1230 of June 14, 2023. This means that the safety requirements for machines, partially completed machines and related products in Ukraine now fully comply with current EU standards.
The department emphasizes that the introduction of this regulation will provide transparent and modern rules for manufacturers, simplify the work of supervisory authorities and increase the level of safety of equipment for consumers.
The new regulations take into account technological changes that have appeared over the past decade and replace the Technical Regulation on the Safety of Machines of the 2013 model, which will become invalid.
At the same time, a “soft” transition period has been introduced for businesses: products manufactured according to the old requirements will be able to be sold on the market for some time, and already issued documents of conformity will remain valid. For full harmonization of legislation, amendments were also made to other government resolutions so that all regulations work according to a single European logic.
Deputy Minister of Economy Vitaly Kindratov emphasized the strategic importance of the decision:
“This document opens a new stage in the development of Ukrainian industry. We are not only raising safety standards, but also creating conditions to ensure the free supply of our equipment to European markets. This is a signal to business: the rules are clear, they are coordinated with the EU and work for the future.”
The new regulation comprehensively regulates safety issues for all types of machinery, equipment and related products. Its rules will apply from January 20, 2027, synchronously with the launch of the corresponding European regulation.
The adoption of the document was the result of close cooperation with the European Commission and was identified as a priority during the screening of the section “Free Movement of Goods”, which took place in March 2025 in Brussels.
