The Cabinet of Ministers did not support the petition to increase teachers’ salaries

Cabinet of Ministers of Ukraine did not support a petition for a salary increase for teaching staff. According to government officials, raising salaries for teachers will require significant expenditures, which is problematic during martial law.
“Currently, one of the ways to increase the salary of employees of certain branches of the budget sphere, including teaching staff, is to increase the size of the salary of an employee of the 1st tariff category of the Unified tariff grid of categories and coefficients for the remuneration of employees of institutions, establishments and organizations of certain branches of the budget sphere, which will contribute to the increase of the specific weight of the position salary in the salary structure and increase the level of remuneration of employees of certain branches of the budget sphere on a unified basis.
The specified increase will require significant additional expenditures from the budgets of all levels, which is problematic during martial law, since all of the budget’s own revenues are directed to the needs of the Security and Defense Forces.”, – says the Cabinet of Ministers’ answer.
At the same time, the government reminded that additional payments are provided for teachers. In particular, from the beginning of 2025, a monthly supplement of 1,300 hryvnias has been established for teaching staff, and from September 1, 2025 until the end of martial law, this amount will increase to 2,600 hryvnias (including taxes).
Currently, teachers in Ukraine earn several times less than civil servants. Despite the fact that last year, according to the NBU, the average salary of Ukrainians increased by 23.2%, teachers again practically did not feel this increase. In public schools, a teacher’s salary is often less than 10,000 hryvnias per month.
We will remind you that in November 2024, the Cabinet of Ministers postponed for the sixth time the implementation of the resolution adopted in July 2019, which provides for raising the minimum salary of teachers to the level of four living wages. This time, the decree is suspended from January 1, 2025 until the end of the calendar year following the termination or abolition of martial law.
