The Cabinet of Ministers has expanded the procedure for confirming residence in the Chernobyl NPP zones to receive pension supplements
The Cabinet of Ministers of Ukraine approved a resolution expanding the grounds for confirming the fact of permanent residence of citizens in settlements that, as of April 26, 1986 or in the period from April 26, 1986 to January 1, 1993, belonged to the zone of unconditional “mandatory” resettlement and the zone of guaranteed voluntary resettlement. This is reported by the Ministry of Social Policy.
This decision is necessary to assign a supplement to pensions to unemployed pensioners who have the status of victims of the Chernobyl disaster and acquired it through residence in the relevant territories during the specified period.
The government also expanded the list of cases in which citizens can apply to temporary commissions to establish information about their permanent residence in these zones. These are situations where the relevant information is missing from a citizen’s passport in the form of a booklet, in the Unified State Demographic Register or in the departmental information system of the State Migration Service.
In addition, the deadline for the implementation of a pilot project to enter data on the residence of such persons in resettlement zones as of April 26, 1986 or in the period before January 1, 1993 into the register of the territorial community has been extended. The project has been extended until September 30, 2026.
The purpose of this decision is to ensure fair access to additional payments to people who are entitled to them but cannot confirm the relevant information due to the absence or incompleteness of data in state registers through no fault of their own.
The pilot project has been operating since October 2025. It provides a mechanism for confirming residence in cases of loss of documents, destruction of housing, living with parents, or changing residence within the relevant territories. To implement this initiative, eight temporary commissions have been created under the regional military administrations, which are considering relevant applications.
Financing will be carried out within the already provided budget funds under the pension payments and allowances program, without additional costs from the state budget.
In 2025, unemployed pensioners living in the radiation contamination zone will receive a monthly state supplement of UAH 2,361, which is accrued together with their pension.
