The Cabinet of Ministers has resolved the issue of registering cars imported from abroad as humanitarian aid

The Cabinet of Ministers of Ukraine regulated the procedure for state accounting and registration of vehicles that were imported into the country as humanitarian aid. The corresponding decision was made at the government meeting on May 13. informs representative of the Cabinet of Ministers in the Verkhovna Rada, Taras Melnychuk.

This applies to cars that were imported before the entry into force of the Procedure for the entry and accounting of humanitarian aid under a simplified procedure, which came into effect on December 1, 2023. In particular, the conditions under which state registration of such vehicles is possible are defined.

“The issue of state accounting and state registration of vehicles imported into the customs territory of Ukraine as humanitarian aid under a simplified procedure before the entry into force of the Procedure for the entry and accounting of humanitarian aid under a simplified procedure has been settled.” – says the message.

A separate list of documents that must be submitted to service centers of the Ministry of Internal Affairs for state registration or temporary registration of such cars, including vehicles intended for the needs of the military, has been established.

To implement this decision, changes were made to a number of government resolutions:

  • No. 1388 dated September 7, 1998 — regarding the approval of the Procedure for state registration (re-registration), deregistration of various types of vehicles;
  • No. 584 dated May 10, 2022 — on driver training and state registration of vehicles during martial law.

The Ministry of Internal Affairs previously explained that the current registration procedure does not take into account documents confirming ownership of cars imported as humanitarian aid under a simplified procedure. This created legal obstacles for their accounting and registration. The introduced changes should eliminate these restrictions.
