The Cabinet of Ministers introduces financial support for leading Ukrainian scientific publications
The Government of Ukraine decided to introduce state financial support for leading Ukrainian scientific publications. The Cabinet of Ministers approved the resolution “On Amendments to the Procedure for Competitive Selection to Provide Financial Support to Scientific and Professional Publications of Ukraine Indexed by International Scientometric Databases” (No. 1032).
Until now, Ukrainian scientific journals have not received state funding, despite the fact that most of them publish the works of graduate students and researchers free of charge, ensuring compliance with the requirements of international databases Scopus and Web of Science. This is a complex and extensive job that editorial boards often carry out on a volunteer basis for decades. Due to a lack of resources, editorial teams are often reduced, which leads to burnout, a decrease in the quality of publications and even a loss of indexing, which negatively affects the position of Ukrainian science in the world.
Publications that are indexed in Scopus and Web of Science Core Collection and belong to quartiles Q1–Q4 according to the SCImago Journal and Country Rank or Journal Citation Reports classifications will be able to participate in the competitive selection. This covers about 200 Ukrainian magazines, including electronic ones. Previously, only publications from the Q1–Q2 quartiles were allowed to participate in the competition, which significantly limited competition and left a significant number of quality journals without support.
A mandatory condition for participation is consent to the free publication of articles by Ukrainian authors in case of victory. The competition will be held annually. The winners will receive up to 350 thousand hryvnias every year for two years. In 2026, it is planned to finance 19 publications for the first time, which will be selected based on the results of the evaluation in 2025. The Ministry of Education and Science is already preparing for the relevant competition.
