The Cabinet of Ministers is tasked with ensuring the reservation of conscripted employees of enterprises responsible for heat and water supply, as well as household waste management. This was the decision of the National Security Council entered by Decree No. 69/2025 of the President of Ukraine Volodymyr Zelenskyi.
Thus, communal services will be able to reserve up to 75% of conscripted workers. In addition, the NSDC determined the need to improve the criteria for determining enterprises, institutions and organizations as critical for the needs of the Armed Forces of Ukraine and other military formations.
This applies to enterprises authorized by the Ministry of Defense to carry out defense procurement, as well as companies that have contracts with military units or educational institutions and supply goods and services, the list of which is determined by the Ministry of Defense.
Special conditions are provided for energy enterprises whose production facilities were destroyed or damaged due to hostilities – the criterion of no tax debt will not be applied to them.
A reservation mechanism during mobilization will also be introduced, which will allow enterprises in the field of housing and communal services to keep the necessary number of workers on staff to ensure uninterrupted service provision.
