The Cabinet plans to adopt a resolution on allowing men aged 18-22 to travel abroad by the end of the week.
By the end of the week, the Cabinet of Ministers of Ukraine plans to adopt a resolution that will grant permission to travel abroad to men aged 18-22. About this reported Prime Minister of Ukraine Yulia Svyridenko.
She clarified that the decision will be taken by the government and does not require changes to the legislation. According to her, work on the document is already underway, and it is planned to be completed this week.
“This will be a Cabinet resolution that is currently being worked on. This is a decision that does not require legislative changes, so it will be at the level of the Cabinet.”, — noted Yuliya Svyridenko, without disclosing the details of the document.
We will remind, on August 12, 2025, the President of Ukraine, Volodymyr Zelenskyy, announced that the government, together with the military command, will work on simplifying the border crossing for Ukrainian men under the age of 22.
On July 19, the Chairman of the Verkhovna Rada, Ruslan Stefanchuk, announced that the parliament is discussing the possibility of allowing men aged 18 to 24 to leave Ukraine. This issue was considered both by individual people’s deputies and in the Committee on National Security, Defense and Intelligence.
Since the beginning of Russia’s full-scale invasion of Ukraine on February 24, 2025, there has been a ban on the departure of men of conscription age from 18 to 60 years abroad. Exceptions exist for certain categories, including students of foreign universities, volunteers, drivers and parents with many children.
