In 2025, postgraduate study in Ukraine will be available only on a budget basis. About this reported Deputy Minister of Education and Science Mykhailo Vynnytskyi.
According to him, training on a contract basis will be possible only in correspondence or evening forms. At the same time, such students will not receive a deferment from mobilization.
“This is a fundamental issue – it is not only due to the need to fight against persons who use postgraduate education for the wrong purpose. The state’s investment in postgraduate education is a manifestation of the fact that we care about the future of our higher education, about the renewal of its scientific and pedagogical personnel.”, – noted Vynnytskyi.
He also emphasized that the Ministry of Education and Science, although it supports the idea of increasing access to higher education, considers it important to distinguish between the right to study and the duty to defend the country.
According to the Ministry of Education and Culture, in 2024, more than 25,000 men aged 25 and older entered the bachelor’s program, which is half as much as in 2023. More than 36,000 men of the same age group became master’s students.
