The court acquitted NABU employee Gusarov from criminal liability

The Shevchenkivskyi District Court of Kyiv acquitted Viktor Gusarov, an employee of the National Anti-Corruption Bureau, of criminal liability. The decision was made on June 4, 2026, following a prosecutor’s motion filed on March 13.

The Prosecutor General’s Office explained that the prosecutor closed part of the proceedings regarding possible treason, since the investigation did not establish sufficient evidence of intent to transfer information to a representative of Russia. At the same time, according to the department, Gusarov pleaded guilty to unauthorized actions with information.

“The prosecutor’s office did not withdraw the charges in these criminal proceedings. On the contrary, the suspect pleaded guilty to committing a criminal offense under Part 3 of Art. 362 of the Criminal Code of Ukraine, and consented to release from criminal liability due to the expiration of the statute of limitations, which is not a rehabilitative circumstance,” said Mariana Hajovska-Kovbasyuk, a spokeswoman for the Prosecutor General’s Office.

According to the investigation, the suspect transferred information about Ukrainian citizens obtained using the databases of the Ministry of Internal Affairs of Ukraine. The investigation also checked the version of possible treason due to the circumstances of transferring data to a former law enforcement officer colleague who left for the temporarily occupied territory of the Autonomous Republic of Crimea in February 2014.

Since the incriminated actions regarding the unauthorized use of information were committed in 2012–2015, at the time of completion of the investigation, the statute of limitations for criminal liability had expired. This was the basis for satisfying the prosecutor’s request.
