The court declared the Dnipro Plant of Mineral Fertilizers bankrupt

Commercial court of Dnipropetrovsk region admitted PJSC “Dniprovskyi Zavod Mineralnyh Doryb” in Kamiansk became bankrupt and decided to open a liquidation procedure.

The company has been in a state of financial instability for a long time. Even before the start of the full-scale invasion, his debt obligations exceeded 1 billion hryvnias.

In February 2022, a rehabilitation procedure was introduced at the plant for a period of almost six years. The plan provided for the restoration of production with the help of long-term contracts for the processing of raw materials. Half of the debts were planned to be written off, and the rest to be restructured with a delay of six years.

However, it was not possible to realize these intentions. In 2022-2023, the company managed to pay off only about 10% of its obligations to fourth-tier creditors in the amount of 44.9 million hryvnias. With the outbreak of a full-scale war and the introduction of martial law, the plant faced logistical problems – particularly in the supply of raw materials by sea – and ceased operations in 2024.

As of March 2025, the company has accumulated new debts: UAH 15.8 million — for salaries, UAH 48 million — to the Pension Fund, UAH 18.1 million — for taxes and fees, UAH 0.75 million — for communal services. In this regard, the head of the rehabilitation procedure appealed to the court with a request to prematurely stop the rehabilitation and start the liquidation.

Dnipro Mineral Fertilizer Plant PJSC was established in 2002 on the basis of the state-owned enterprises Agrofos and Amofos, which were previously part of the Dnipro Chemical Plant, one of the largest chemical enterprises of the Soviet era. Later, the plant was privatized by Fedcominvest-Ukraine, which is controlled by Russian businessman Oleksiy Fedorychev — currently under sanctions and investigation in Ukraine.

Today, the enterprise is part of the “Ukragrohimholding” corporation, which is headed by Serhii Liskovskyi, the former chairman of the supervisory board of the plant and the president of “Fedcominvest-Ukraine”. Wolfgang Friese is listed as the final beneficiary of the enterprise in the state register.
