The draft budget for 2025 does not include funding for the eRecovery programme

The draft law on the state budget for 2025, adopted in the first reading, does not provide funding for the eRestoration programme, which is intended to compensate for the loss of housing destroyed during the war. This was stated by MP Olena Shulyak, Chair of the Committee on State Building, Regional Development, Local Self-Government and Urban Planning, and leader of the Servant of the People party.
‘Budget 2025 was voted in the first reading without my and other amendments on the financing of eRestoration, ‘ Shulyak said.
She noted that the budget revenues amount to UAH 2.336 trillion, of which
- general fund revenues amount to UAH 2.095 trillion;
- special fund revenues amount to UAH 241 billion.
‘Unfortunately, I have no good news for everyone who expects an increase in funding under the eRestoration programme,’ Shulyak added.
Earlier, the MP proposed to allocate UAH 10 billion for this programme, while the Ministry of Recovery requested more than UAH 40 billion to avoid freezing it.
According to Shulyak, the budget for 2025 allocates only UAH 500 million for subventions for compensation for damaged housing to local governments, while no funds are allocated for housing certificates and the third stage of the programme for the temporarily occupied territories.
At one time, Shulyak stated that Ukraine urgently needs to expand the eRestoration programme for citizens whose homes are located in the temporarily occupied territories (TOT) to provide compensation for destroyed housing. She stressed that the delay in this programme could play into the hands of the occupation authorities, as by taking advantage of the lack of compensation from Ukraine, the Russian Federation can influence the mood of citizens who risk remaining in Russia due to the loss of their homes.
