The fixed internet provider market in Ukraine is demonstrating legalization and growth: Hetmantsev

The fixed Internet provider market in Ukraine in 2025 shows signs of legalization and stable development, despite previous forecasts about the possible transition of the business into the shadows. This was reported by Danylo Getmantsev, Chairman of the Verkhovna Rada of Ukraine Committee on Finance, Tax and Customs Policy.

In 2025, taxpayers in this segment paid 6.1 billion hryvnias to the State Budget, which is 2 billion more than in the same period in 2024, and represents an increase of 48.5%.

The structure of revenues looks like this:

  • Personal income tax and military levy – 1.9 billion hryvnias (+61%);

  • Profit tax – 0.6 billion hryvnias (+25.8%);

  • VAT – 3.27 billion hryvnias (+58.1%).

The VAT payment rate increased from 8.61% to 9.71%, which also indicates the gradual legalization of the industry.

The average wage in the sector also increased: if in October 2024 it was 14.1 thousand hryvnias, then in October 2025 it reached 17.9 thousand hryvnias, which corresponds to an increase of 26.9%.

According to Danylo Getmantsev, the market of fixed Internet providers is gradually coming out of the shadows: tax revenues, business profitability and official incomes of employees are growing.

At the same time, he noted that the industry is still facing the problem of fragmentation of operators, and the activities of the Bureau of Economic Security to prevent violations and bring those responsible to justice are not yet systemic.
