The Government approved the draft law “On Vocational Education”
The Cabinet of Ministers of Ukraine approved draft law No. 13107, which provides for the reform of the professional education system. About this reported Prime Minister Denys Shmyhal.
“The government approves the draft law “On vocational education”. We have already equipped about 100 workshops of professional technicians. This year we plan to update up to a hundred more, for this the budget provides more than 500 million hryvnias. Today we are creating a new system that meets modern challenges and needs. A system that provides the most necessary and modern knowledge.
We increase financial autonomy and strengthen the interaction of professional education institutions with business. In particular, through joint investment projects. We provide the opportunity to independently manage funds, approve staffing lists and depart from the tariff grid”, says the message.
In particular, the document introduces grants for training and strengthens the financial autonomy of educational institutions, and instead of the existing 18 types of such institutions, it leaves only two — a professional college and a training center.
“Such educational institutions will receive funds from their founders for specialist training services, and not according to estimates, so the distribution of money between institutions will become more market-based and competitive.” – explained in the Ministry of Education and Culture.
The creation of supervisory boards, which will include employers, is also foreseen. In this way, the business will have the opportunity to influence the training of future specialists. The powers of the supervisory boards will include conducting competitions for the position of director of the institution, evaluating the work of managers and approving the strategy and financial plan.
The MES noted that the draft law cancels the general standards of education for each profession, which are currently being approved by the ministry. After the adoption of the document, these standards will be developed by the institutions themselves together with business, and their supervisory boards will approve them. A new evaluation system is also being introduced, which will make it easier to count the results of training, in particular non-formal, when transferring to another educational institution.
