The government expands support for IDPs: new rules and payment deadlines

The Cabinet of Ministers of Ukraine adopted a decision to significantly expand the state assistance program for internally displaced persons. New changes in the legislation are aimed at strengthening social protection for the most vulnerable segments of the population and children affected by hostilities.

Prime Minister Yulia Svyrydenko reported that the government has revised the terms of providing cash support for housing, allowing the most vulnerable categories of displaced persons to receive payments for an additional six months.

The updated document pays special attention to children from among IDPs. From now on, state assistance will be assigned to them automatically, regardless of the level of the total family income, provided that the relevant application is submitted within the established deadlines. In particular, if parents apply to social security authorities before May 1, 2026, payments will be accrued retroactively, starting from February 1 of this year.

In addition, the government initiated a review of the cases of disabled citizens who were previously denied benefits due to exceeding the established income limit. In connection with the planned increase in the subsistence minimum, such persons received the right to resubmit documents to resume payments. The head of the department, Yulia Svyrydenko, explained in detail the mechanism for accruing funds for this category of citizens.

“If an application is submitted before May 1, 2026, payments will be accrued from January 1, 2026. If you apply later, the accrual will be made from the month of application submission,” Yulia Svyrydenko noted.

The introduced changes are aimed at ensuring continuity of financial support for those who find themselves in difficult life circumstances and are unable to provide themselves with housing and food on their own. Government officials emphasize that expanding the categories of beneficiaries is part of the overall strategy for the adaptation of internally displaced persons in new communities. Yulia Svyrydenko also added that state institutions are ready to increase the workload and promptly process applications from citizens.

“We want everyone who needs protection to feel the support of the state in this difficult time,” she emphasized.

Currently, local social protection bodies have already received relevant instructions to fully implement the Cabinet of Ministers’ resolution.
