The government has adopted an expanded package of decisions to support veterans
The Ministry of Veterans Affairs announced the implementation of a number of important decisions aimed at strengthening state support for veterans, their relatives, families of fallen soldiers, and properly honoring the memory of the fallen. Among the key points are the approval of the draft Veterans Code, the launch of a program for the treatment of skin scarring, and an increase in funding for housing.
During the government meeting, the redistribution of over 1.73 billion hryvnias was approved, which will be used for payments for the purchase of housing. Thanks to this, 715 more Ukrainians will receive their own housing this year, in addition to 1,587 people who have already been provided with homes.
In addition, the procedure for implementing an experimental program for the treatment of scars and burns for veterans and military personnel was approved. The project is scheduled to start in 2026: the state will finance the implementation of relevant procedures in medical institutions with a license and agreement with the Ministry of Veterans Affairs.
According to the department, such assistance allows the use of modern injection techniques and laser technologies, thanks to which “you can not only restore skin elasticity, reduce pain, eliminate functional disorders and prevent further growth of scars, but also improve a person’s well-being.
This is especially important for veterans, because such procedures help to overcome psychological consequences and feel comfortable in their own bodies again”.
The government also approved the basis for creating a network of state veteran spaces. As Prime Minister Yulia Svyrydenko explained, it is planned to create about 150 locations where military personnel, their families and the families of the deceased will be able to receive “all key services from the state”. The first such centers are to be operational in 2026 in Kryvyi Rih, Lutsk and Ivano-Frankivsk.
The approved changes also include updating the procedure for issuing veterans’ certificates and badges to properly control preferential travel and prevent the reuse of benefits. Separately, the government clarified the rules for paying specialists who accompany veterans, allowing their work to be financed not only from the state, but also from local budgets.
In addition, the Cabinet of Ministers approved the draft Veterans Code – a comprehensive document that should systematize all veterans’ policy into a single legislative field. The Ministry of Veterans Affairs emphasized:
“The document should eliminate contradictions between current regulatory legal acts, update outdated provisions, simplify procedures for obtaining social guarantees and services, and strengthen and formalize the state’s responsibility to defenders”.
