Shmyhal announces monthly supplement for teachers: UAH 1,000 from January, UAH 2,000 from September

Starting next year, Ukrainian teachers will receive an additional UAH 1,000 per month to their basic salary. This was announced by Prime Minister Denys Shmyhal, summing up the results of a government meeting. From September 2025, the amount of this additional payment will be increased to UAH 2,000.

‘From 1 January 2025, we will introduce a monthly “teacher’s supplement” to teachers’ salaries in the amount of UAH 1,000 ‘in hand’,’ Shmyhal said.

From 1 September next year, this amount will increase to UAH 2,000 for each teacher. The decision was made in pursuance of the President’s order to support teachers who shape the future of Ukraine.

The Ministry of Education clarified that from 1 January, teachers will receive an additional UAH 1,000 (UAH 1,300 before tax), and from September – UAH 2,000 (UAH 2,600 before tax). Teachers of state and municipal schools will receive the additional payment, and it will be valid until the end of martial law, with the possibility of extension for the whole year, when it will be cancelled.

Additional funding of over UAH 300 billion is needed to implement the Law on Education to raise teachers’ salaries to the level of three minimum wages. The Ministry of Education and Science reminded that due to budgetary constraints and the need for international loans, the implementation of this rule has been postponed since 2019.

On 25 October, President Volodymyr Zelenskyy instructed the government to launch a support programme for the population, which provides for the payment of UAH 1,000 per person. The programme is scheduled to start on 1 December.

On 29 October, Prime Minister Shmyhal said that this programme is part of a broader winter support package. The additional measures include winter subsidies that will be in line with last year’s levels and an expanded ‘Affordable Medicines’ programme. Households that heat their homes with wood, coal or other solid fuels will receive a one-time assistance of up to UAH 21,000, covering about 500,000 families.
