The government has updated the rules for priority financing through the Treasury during wartime
The Cabinet of Ministers of Ukraine approved the draft resolution “On Amendments to the Procedure for the Exercise of Powers by the State Treasury Service in a Special Regime in Conditions of Martial Law”, which was prepared by the Ministry of Finance of Ukraine.
The document is aimed at bringing the current procedure into line with the provisions of the “On the State Budget of Ukraine for 2026” and updating the mechanisms for implementing priority expenditures during martial law.
The changes, in particular, expanded the list of priority medical expenses. Funding for preventive health screenings for citizens over 40 years of age was added to it. This approach should ensure stable support for preventive programs even under limited budgetary conditions and strengthen the systemic state policy in the field of preserving the health of the population during the war.
The approaches to financing dental services and free legal aid have also been clarified. The formulation of the relevant expenditure areas has been brought into full compliance with the budget programs defined by the Law “On the State Budget of Ukraine for 2026”.
This concerns, in particular, the payment for dental prosthetics medical services, the provision of scheduled dental care to certain categories of citizens, as well as the provision of free secondary legal aid, including mediation services. This should increase the transparency and predictability of financing socially significant services.
The updated Procedure will allow the State Treasury Service to continue to guarantee uninterrupted and priority financing of key state budget expenditures, primarily in the healthcare sector, and will also contribute to the stability and balance of the budget process under martial law.
As previously reported, on December 3, the Verkhovna Rada of Ukraine adopted the law “On the State Budget of Ukraine for 2026” in its entirety. Healthcare expenditures, including transfers, are planned at UAH 258.6 billion, which is UAH 38.8 billion more than in 2025.
