In Ukraine, the import of mineral fertilizers by sea was partially unblocked

The command of the Navy of the Armed Forces of Ukraine together with the Odesa OVA decided on the partial cancellation of the ban on the import of mineral fertilizers by sea transport. About this informs Association “Ukrainian Club of Agrarian Business” (UKAB).

“The Command of the Naval Forces of Ukraine and the Odesa Regional Military Administration jointly decided to amend the Order of July 18, 2025 regarding the partial lifting of the ban on the import of mineral fertilizers by sea. From now on, restrictions will not apply to complex mineral fertilizers (NPK), which are non-explosive and have international safety data sheets SDS”, says the message.

It is now allowed to import complex mineral fertilizers into Ukrainian ports, if they meet the following criteria: nitrogen content does not exceed 21%, phosphorus (P) – from 5% and above, potassium (K) – from 5% and above, as well as the mandatory presence of an SDS international safety passport.

UKAB specialists have repeatedly emphasized that the introduction of restrictions on complex mineral fertilizers is a serious mistake. The association regularly appealed to the authorities with initiatives to resolve the problem and restore access to the NPK market.

“In the conditions of martial law, it was not easy to find a solution that would take into account all precautions at the same time, but we managed to reach a balanced consensus. In parallel, a solution will be worked out to regulate the import of other types of fertilizers, which are critically important for the balanced supply of fertilizers to agrarians”, – Oleg Khomenko, general director of UKAB, noted.
