The government officially approved the forms of two types of subpoenas to the TCC
The Cabinet of Ministers of Ukraine approved the update of the Procedure for conscripting citizens into military service during mobilization in a special period. From now on, summonses can be drawn up both on forms and created using the Unified State Register of Conscripts. This is stated in resolution No. 951 of the Cabinet dated August 16, 2024.
According to these changes, subpoenas created through the Unified State Register of Conscripts, Conscripts and Reservists, including printed copies, have the same legal force as those issued on traditional forms.
In the case of using a form, the summons must be signed by the head of the TCC and affixed with a seal. If the subpoena is created through the Unified State Register, the head of the TCC puts a qualified electronic signature on it on the day of formation.
The resolution also specifies that each subpoena generated using the Unified State Register will have a unique electronic identifier in the form of a QR code. Such a document can be printed, and the paper version must retain a readable QR code.
Summons created through the Unified State Register of Conscripts can be printed and sent to conscripts and reservists centrally, using postal communication, using registered mail with a description of the attachment and a notice of delivery. They can also be handed over personally during the notification in printed form.
“In the event that a reservist or a conscript has clarified their credentials after the end of the 60 days allotted by law for clarifying their credentials (that is, until July 16, – ed.), a summons can be sent to the address of the place of residence specified by the reservist or a conscript during verification of credentials”, – the resolution states.
