The mayor of Vyshgorod was accused of embezzling over 6.6 million hryvnias

The mayor of Vyshhorod was informed about suspicion of embezzlement of over 6.6 million hryvnias. It is about the appropriation of funds during the purchase of two excavators under direct contracts, as well as the execution of work on the current repair of the storm sewer sump on one of the city streets.

The name of the suspect has not been officially released, but as of October 8, 2025, the position of mayor of Vyshgorod is occupied by Oleksiy Momot, who has been the mayor since 2015.

According to the operatives of the strategic investigations department of the National Police in the Kyiv region, more than 50 million hryvnias were allocated for the budget program to support the DFTG and construction works for the repair of roads and social facilities. In order to avoid conducting open tenders and to prevent the participation of third-party companies, the subject of procurement was specially divided into parts and direct agreements were concluded with related enterprises, effectively bypassing the electronic procurement system.

In one of the episodes, the mayor signed a contract for the purchase of two excavators for the needs of the city council worth 7.8 million hryvnias. At the same time, the cost of each unit of equipment was overestimated by more than 800,000 hryvnias. The examination confirmed that the state suffered losses in the amount of 1.6 million hryvnias.

In another case, the contractor carried out ongoing repairs to the storm sewer sump. False data were entered into the acts of completed works: the volumes of sump deepening, soil transportation and the use of construction equipment were overestimated. This caused losses of more than 5 million hryvnias.

Evidence collected during the investigation became the basis for announcing suspicion to the mayor and the director of the society. The actions of the mayor are qualified under Part 2 of Art. 28, Part 5 of Art. 191 of the Criminal Code of Ukraine (appropriation, embezzlement of property or possession of it by abuse of official position, committed as part of an organized group). Actions of the contractor — according to Part 2 of Art. 28, Part 5 of Art. 191 and Part 2 of Art. 366 of the Criminal Code of Ukraine (official forgery).

Currently, the question of choosing precautionary measures for the suspect is being resolved. According to the incriminated articles, they face up to 12 years of imprisonment with deprivation of the right to hold certain positions or engage in certain types of activities for a period of up to three years, as well as confiscation of property. The investigation was conducted in cooperation with the SBU under the procedural guidance of the Kyiv Regional Prosecutor’s Office.
