The Minister of Foreign Affairs summed up Ukraine’s relations with the EU in 2025
Minister of Foreign Affairs of Ukraine Andriy Sybiga positively assessed the results of 2025 in cooperation with the European Union. He reported this in a post on his Facebook.
Among Sybiha’s key achievements were four new EU sanctions packages against Russia, which he described as “really strong, not passable,” as well as the lack of exclusions of Russian oligarchs from the sanctions lists despite the Kremlin’s active attempts.
An important support for Ukraine remained EU financial assistance, which is the foundation of the state’s stability. According to him, the total amount of budget support in 2025 amounted to about 28.8 billion euros, of which 18.1 billion euros were issued under the ERA Loans and 10.7 billion euros under the Ukraine Facility.
Other achievements were:

The European Council’s decision on an EU loan for Ukraine in the amount of 90 billion euros for 2026-2027, secured by the EU budget reserve;

Indefinite freezing of Russian assets in Europe to fully compensate Ukraine for losses and use the excess profits from these assets for the country’s defense;

EU military assistance, including 2 million artillery ammunition and training of 19 thousand Ukrainian military personnel within the EUMAM mission;

Taking into account Ukraine’s interests in key EU defense initiatives, including the White Paper “European Defense – Readiness 2030”, the Rearm Europe plan and the SAFE instrument, the potential volume of joint projects in which could reach 5.2 billion euros;

Creating a 300 million euro Ukraine Support Instrument for the development of the domestic defense industry and including cooperation with Ukraine in the European Defense Industry Program EDIP with a budget of 1.5 billion euros until 2027;

Supporting the establishment of a Special Tribunal for the crime of aggression against Ukraine and launching a compensation mechanism for losses from Russian aggression;

Movement in negotiations on Ukraine’s membership in the EU: bilateral screening completed for all six clusters, achieved 99% foreign policy alignment with the EU;

Deepening trade and economic integration, introducing a renewed trade regime from October 29, 2025, and extending the moratorium on trade defense instruments until June 5, 2028;

Ukraine’s accession to the EU’s single roaming area from January 1, 2026;

Supporting energy sustainability Ukraine, in particular, assistance to Naftogaz of about 900 million euros and the logistical operation to relocate the TPP donated by Lithuania;

Expansion of the international legal framework for cooperation with the EU: 19 agreements and international legal instruments have been concluded or procedures for concluding them have been completed;

Ukraine’s accession to three components of the European Space Program: Copernicus, monitoring of space weather (SWE) and near-Earth objects (NEO);

Obtaining the status of a full participant in the EU Creative Europe program;

A high level of coordination and interaction with the EU in supporting the recovery of Ukraine: over 140 events, visits and contacts of high and highest level during the year.
“This is not just a list of achievements. 2025 showed that Ukraine took another step forward towards the EU — systematically, consistently and irreversibly. Europe strengthened its geostrategic positions together with Ukraine. Next year we will continue this trend,” Sibiga summed up.
