The Ministry of Defense explained how mobilized people with higher education can obtain the rank of officer

The involvement of mobilized citizens with higher education in the officer corps has become a separate direction of the personnel policy of the Armed Forces of Ukraine, since the army needs people capable of taking on managerial, organizational, and specialized tasks in military units. For such servicemen, a procedure has been adapted that allows them to obtain the primary officer rank of “junior lieutenant” through a simplified procedure, if the person meets certain requirements for education, health, and experience.

Mechanism for obtaining an officer rank for mobilized personnel

The Ministry of Defense reported that mobilized Ukrainians with a bachelor’s or master’s degree can become officers through accelerated procedures, and for some specialists, a mechanism is provided that allows them to obtain a rank and position without concluding a long-term contract. This is a solution that was adapted to the conditions of martial law and is already being applied in practice, since during this time several hundred mobilized specialists with higher education have received the primary officer rank.

As noted by the Ministry of Defense, the new procedure is based on updated legislative norms introduced after the entry into force of Presidential Decree No. 893/2024, which amended the Regulations on Military Service by Citizens of Ukraine in the Armed Forces of Ukraine. According to the ministry’s specialists, these changes were supposed to take into account the real needs of the army, where both the experience of career military personnel and the practical skills of people who worked in the civilian sector before mobilization and were responsible for management, organization of processes, or specialized areas of work are important.

The Ministry of Defense explains that the main difference of the updated mechanism is that for some mobilized with higher education, the path to the primary officer rank has become shorter and clearer than before, although the diploma itself does not automatically grant the rank. The department emphasizes that a serviceman must meet the established criteria, undergo training or confirm the presence of the necessary managerial experience, and also be appointed to the appropriate position.

Ministry officials emphasize that a diploma in itself does not mean automatic assignment of an officer rank, since a serviceman must meet health requirements, undergo a certain stage of training or confirm appropriate managerial experience, and then be appointed to the appropriate position. At the same time, the procedure itself has become shorter and clearer for those who, before mobilization, received higher education and have a specialty that can be used in the military structure without unnecessary delay.

The Ministry of Defense explains that for servicemen who have a bachelor’s degree or higher education degree, there is a path through professional military education courses for tactical-level officer personnel. These are the basic L-1A course and the professional L-1B course, each of which has a volume of 20 ECTS credits, and the total duration of training can be up to six months, after which the serviceman is appointed to an officer position and awarded the rank of “junior lieutenant”.

A separate procedure is provided for sergeants and non-commissioned officers who have a higher education of at least a bachelor’s degree, combat experience and have successfully passed the entrance exams confirming the mastery of the competencies of the basic L-1A course. In this case, training takes place according to the L-1B professional course program, and its duration is reduced to three months, which allows for a faster transition to an officer position without losing training requirements.

Ministry representatives note that such courses are conducted on the basis of all higher military educational institutions and military training units of higher education institutions that train military specialists at the tactical level. Before being sent for training, a serviceman must pass a military medical examination according to the requirements established for officers, since fitness for service remains a mandatory condition for assigning a rank.

For whom is accelerated appointment without prior courses provided

Another mechanism, as explained by the Ministry of Defense, concerns mobilized servicemen with a master’s degree or equivalent education who have at least two years of proven management experience. It is for this category that an accelerated procedure operates, under which a person can receive the rank of “junior lieutenant” and be appointed to a managerial position even before completing professional military education courses, and the training itself takes place later, already during service.

The ministry believes that such an approach makes it possible to use civilian experience where it is needed immediately, and not after a long wait. If a person led a unit before mobilization, was responsible for the work of a team, made decisions and was responsible for the result, then his management skills can be useful in a military unit at the initial stage of service, especially when it comes to support, planning or work in a specialized specialty.

The department’s explanations also concern what experience is considered relevant. This refers to management positions in the civilian sector, including work as a department head, deputy director, project manager, chief specialist, or other positions that involved managing people, making decisions, and being responsible for completing tasks. It is separately specified that such experience should correspond to the professions of managers and executives under codes 1210‒1319 of the Classification of Occupations.

Why the absence of a long-term contract became a key condition

One ​​of the main advantages of the updated mechanism, which is emphasized by the Ministry of Defense, is the absence of a requirement to conclude a long-term contract for mobilized specialists who receive the initial officer rank under martial law. An officer in this status serves until the end of martial law, and after that he can demobilize and return to a civilian career, without having the obligation to continue serving under contract.

The department emphasizes that it is this norm that opens the way to officer positions for people who are ready to perform military duties during the war, but do not plan to permanently leave the civilian profession. This approach looks like an attempt to balance the interest of the army, which needs competent specialists, and the capabilities of the servicemen themselves, for whom service in officer status does not necessarily mean a complete change in professional trajectory after demobilization.

What is the procedure for candidates?

The Ministry of Defense explained that for servicemen with a bachelor’s degree, the procedure begins with a report to the commander with a request to be sent to professional military education courses L-1A or L-1B. Copies of the passport, military ID card and diploma are attached to the report, after which the person passes a military medical examination, attends courses, and after successful completion of the training receives an appointment to a position with the simultaneous assignment of the rank of “junior lieutenant”.

For masters with managerial experience, the procedure is different, since first you need to clarify the availability of vacant officer positions in the military unit and prepare a package of documents, which includes a copy of the military registration document, certified copies of the master’s or specialist’s diploma with an appendix, as well as a certified copy of the work book or an extract from the register of insured persons of the Pension Fund of Ukraine. After submitting a report on the assignment of the rank of “junior lieutenant” with simultaneous appointment to the selected vacant position, the commander checks the candidate’s suitability, his experience and the need for such a specialist, and if the decision is positive, the documents are submitted for signature.

According to the ministry’s specialists, this procedure allows you to combine two things that should work without contradiction in wartime: on the one hand, to maintain the mandatory requirements for officer training, and on the other, not to waste time where a person already has experience in managerial work and can perform official duties without a long adaptation period. That is why the courses for such officers are not canceled, but are postponed to the period of service when the appointment has already taken place.

What does the primary officer rank give after appointment

The Ministry of Defense draws attention to the fact that the assignment of the rank of “junior lieutenant” is not limited to a change in status, since it opens up the possibility of further professional growth in the Armed Forces of Ukraine. After being appointed to an officer position, a serviceman can complete the following levels of professional military education, in particular L-1C and L-2, gain new command experience and advance in the ranks to lieutenant, senior lieutenant, captain and above.

The Ministry of Defense considers this procedure as a tool that allows the army to attract trained people at a time when their expertise is needed most. For some, this path will be a way to apply civilian competencies in the army for the period of martial law and return to their work after demobilization, and for others – the beginning of full-fledged professional growth within the military system.
