The Ministry of Defense explained how to get a deferral from mobilization after November 1
Starting from November 1, 2025, an updated system for processing and extending deferrals from mobilization will be introduced in Ukraine. It provides for the automatic extension of most current deferrals, priority use of the digital format through the “Reserve+” application, as well as the possibility of submitting documents to the Central Processing Center instead of territorial recruitment centers. This was reported by the press service of the Ministry of Defense.
“Most of the deferrals received – more than 600 thousand – are now extended automatically. Those affected have already received a notification in “Reserve+”. If you see such a message – you do not need to do anything. The system will make sure that the deferral is extended on time. We make the process transparent, without the risk of manipulation, and relieve the CCC so that they can focus on mobilization tasks, because this is a priority for the army,” explained Mstislav Banik, Head of Digital Products at the Ministry of Defense. Automatic extension of deferrals applies to those categories whose grounds are confirmed through state registers or do not change over time. Users of the “Reserve+” application, whose deferrals are automatically extended, receive a notification about this in the application.
Auto-extension applies to people with disabilities, temporarily unfit for service, parents of children with disabilities under 18 years of age, parents of adult children with disabilities of groups I or II, persons who have a husband or wife with disabilities of groups I or II, as well as those who care for parents with disabilities.
In addition, automatic extension applies to women and men military personnel who have a child, parents of three or more children, students, postgraduate students, employees of the higher and vocational education system, relatives of those killed or missing during hostilities, relatives of Heroes of Ukraine awarded posthumously for courage during the Revolution of Dignity, persons deprived of their liberty as a result of armed aggression against Ukraine, as well as those released from military captivity.
If The deferral was not automatically extended, which means that the state registers are missing or contain outdated data. In this case, you must update the information or contact the Center for Administrative Services (CASS) with documents to extend it.
Ten types of deferrals are already available in the “Reserve+” application. People with disabilities, temporarily unfit for service, parents of children with disabilities under 18 years of age, parents of adult children with disabilities of groups I or II, persons who have a husband or wife with disabilities, military women and men with a child, parents of three or more children, single parents, students, postgraduates and employees of the education system can apply for a deferral online.
For citizens who do not use a smartphone or have only paper documents, a deferral can be applied for at any CASS. The administrator receives the documents, scans them and transfers them to the relevant territorial recruitment center, which makes the decision. Thus, the ASC performs the function of a front office, and the final decision remains with the TCC.
After the decision is made, the Reserve+ user receives a notification in the application, and information about the deferral automatically appears in his electronic military registration document. There is no need to contact the ASC again, but the administrator notifies the applicant by phone about the result and, if desired, can print a document with the appropriate mark.
The main confirmation of the deferral is now the electronic military registration document in the Reserve+ application. If the user does not have access to a smartphone, a paper copy of the document can be printed in the application itself, via the Diya portal, or obtained from the TCC or ASC, if it is a document with a deferral mark.
