The Ministry of Defense has completed the reform of the system of quality assurance of defense products. Instead of the principle of total control, a modern model of partnership relations with manufacturers based on NATO and EU international standards is introduced.
The updated quality system provides for a comprehensive approach: quality management at all stages of production, verification of enterprise capabilities, audit and certification, prevention of defects, as well as integration into the international quality assurance system with a mechanism for mutual recognition of NATO and partner countries’ standards.
The basis of the new model was the ISO and AQAP (NATO) standards, the principles of risk management and trust in the manufacturer. The main difference is that the manufacturer’s personal responsibility for product quality is legally established. This should stimulate enterprises to implement modern quality management systems and constantly improve production processes.
A national quality assurance system has already been created, which includes a specialized structural unit of the Ministry of Defense with territorial bodies, a legal framework, an information and communication system, and mechanisms for mutual recognition with NATO and partners.
The Ministry of Defense audits the quality management systems of enterprises, monitors production processes and inspects individual stages of production through its territorial units. They have formed quality assurance departments for serial production, repair, development and modernization, which will accompany state contracts and individual projects. These divisions are assigned the task of quality control of high-tech and high-value samples of weapons and military equipment.
