The Ministry of Defense has simplified the procedure for passing the VLK

Ministry of Defense of Ukraine contributed changes to the Regulation on military medical examination in the Armed Forces, aimed at simplifying the document flow, speeding up the decision-making process of the VLK and reducing the likelihood of errors due to the human factor. The innovations have already entered into force.

In cases where the resolution of the military medical commission (for example, on the status of “fit for military service”) does not require approval by a higher authority, the transfer of information takes place exclusively in electronic form through the “Oberig” register. Only examination cards and accompanying documents, without the resolutions themselves, are sent to the territorial collection centers in paper form. Military units receive two copies of the resolution, which are printed by the VLK.

If we are talking about resolutions that require approval at a higher level (for example, “inapplicable” or “temporarily inapplicable”), all documents are sent through the electronic Cabinet of the VLK. Paper copies, with the exception of the resolution itself, are sent to the higher VLK no later than the next day after the completion of the medical examination. Previously, this process could take up to five days and required all materials to be printed.

A clear deadline for checking documents of the VLK has been established – no more than five days from the moment of their receipt. In case of verification by the regional or city VLK and in the absence of errors, documents with the resolution “unfit” must be submitted to the staff commission the next day after the verification is completed. In other cases, the decision is automatically entered into the registry, and paper documents are transferred to the TCC.

If the inspection is carried out by a regular VLK, electronic documents and the protocol are immediately sent to the register. Paper copies are certified with a seal and transferred to the TCC: two copies for conscripts, four for military personnel.

In the event that the decision of the commission does not require approval by the full-time VLC, the citizen can receive it directly at the medical institution where he underwent the examination, on the same day. Previously, documents were issued only at the TCC at the place of registration. If approval is necessary, the TCC independently prints the resolution from the “Oberig” registry, certifies it with a seal and issues it together with the protocol.

In the past, the issuance of documents was possible only after receipt of the protocol from the regular VLK. The digitization of the procedure and the establishment of clear deadlines are designed to significantly speed up the decision-making process.
