Ukraine initiates urgent meeting of the UN Security Council after Russia’s shelling of Lviv region with “Oreshnik” missiles

Foreign Minister Andrii Sybiha announced that Ukraine will request the UN Security Council to hold an urgent meeting in connection with Russia’s use of the “Oreshnik” missile to shell the Lviv region.

According to Sybiha, Ukraine also plans to initiate a discussion of this situation at the level of the Ukraine-NATO Council and the organizations of the European Union, the Council of Europe, and the OSCE. The minister stressed that the strike was carried out near the borders of the EU and NATO, which poses a serious threat to security on the European continent and is a test for the transatlantic community. He called for a decisive response to these reckless actions by Russia.

Andriy Sibiga denied Russian claims that the shelling was “revenge” for the attack on the residence of Russian President Vladimir Putin. The minister called such claims false. Earlier, Russia reported that Ukraine shelled Putin’s residence in Valdai on December 29, 2025, but Ukraine and official sources in the United States have not confirmed this information.

The head of the Lviv Regional Military Administration, Maksym Kozytsky, reported that a critical infrastructure facility in the region was damaged. Lviv Mayor Andriy Sadovyi added that civilian facilities and residential buildings were not damaged, and there is no information about casualties. Whether the “Oreshnik” missile was used is to be determined by the military.
