The Ministry of Defense’s DOT initiates an update to the food product catalog

The procurement agency of the Ministry of Defense “State rear operator” presented to the Ministry of Defense and the command of the Logistics and Medical Forces its proposals for updating the nomenclature of the product catalog for the Armed Forces of Ukraine. About this informs press service of the Ministry of Defense.

The goal of the initiative is to optimize the assortment of products — taking into account the needs of the military, preserving diversity and preventing the blurring of the total cost of the meal kit.

“The updating of the catalog is a logical continuation of the systematic work of the DOT to implement an effective, transparent and economically sound procurement model for the military. Only last year, thanks to such approaches, it was possible to save approximately UAH 6 billion from the planned over UAH 29 billion for food supply. Our priority is to provide the military with a high-quality, balanced diet, while increasing the efficiency of the use of budget funds.” – said the director of the Department of Procurement Policy of the Ministry of Defense Hleb Kanevskyi.

The update is based on analytical data collected in the process of digitization of accounting of products that are actually consumed. This allows you to take into account the actual needs and quickly adapt the nomenclature.

In view of the intensity of hostilities and changes in the demands of the military, it is proposed to remove from the catalog those items that are practically not ordered due to logistical or functional difficulties – we are talking about certain meat, dairy, vegetable and fruit products. Instead, it is suggested to include alternative products. For example, raspberries are planned to be replaced by blueberries, chilled pork by frozen, some fish items by products with a longer shelf life.

At the same time, new positions, which are currently not included in the list, but are popular among the personnel, are being considered. These include, in particular, marshmallows, halvah, cupcakes, frozen fathead steak, bottled water in containers up to 6 liters.

“This year, the catalog contains 360 articles, some of which are not actually used. This creates risks of price manipulation and complicates the formation of an economically justified cost of the set as a whole. We have already gone through the stages of updating the catalog, so the current changes are a logical continuation of this work. We plan to adjust the number of positions to approximately 340,” – explained the director of the food program of the DOT, Halyna Litosh.

In addition, the revision of product descriptions is ongoing so that they meet government standards and at the same time reflect real market offers. The next stage is interaction with the market, analysis of offers and final formation of the updated catalog.
