The Ministry of Digital Transformation of Ukraine has developed the first strategy in Ukraine to minimize the negative impact of gambling and combat gaming addiction. The draft document was submitted for public discussion. This was reported by the PlayCity state agency.
More than 40 state bodies and institutions are planned to be involved in the implementation of the strategy, including the Ministry of Health of Ukraine, the Ministry of Social Policy of Ukraine, the Ministry of Education and Science of Ukraine, and law enforcement agencies. PlayCity noted that it is about the transition to early identification of risks, prevention, and comprehensive support for people with gambling addiction.
“The focus of the strategy is player protection, the development of a culture of responsible gaming, self-control tools, screening, treatment, and rehabilitation”, PlayCity noted.
Proposals for the draft strategy can be submitted until May 18, 2026. According to PlayCity, since the beginning of 2026, more than 3 thousand Ukrainians have applied for inclusion in the register of self-restrictions regarding access to gambling.
The PlayCity state agency was created after the liquidation of the Commission for the Regulation of Gambling and Lotteries. The new body is subordinate to the Ministry of Digital Transformation of Ukraine and is responsible for regulating the gambling and lottery market.
