The Ministry of Digital Transformation is planned to be included in the defense sector

The Committee on National Security, Defense and Intelligence of the Verkhovna Rada supported in the first reading draft law No. 13141, which provides for the inclusion of the Ministry of Digital Transformation of Ukraine in the security and defense sector. “The draft law No. 13141 not only provides for the inclusion of the Ministry of Digital Affairs in the security and defense sector and granting it powers in the field of development of military technologies, robotics, and even weapons, but also gives the Ministry of Digital Affairs unusual functions”, – explained Freeze.
According to her, the document was supported by ten members of the committee representing the Servant of the People faction. Freese expressed concern that the Ministry of Statistics, which has no direct connection with the armed forces, plans to give powers that under current law belong to the Ministry of Defense. She noted that the MoU already has divisions that deal with digital development, innovation and robotics, and they are subordinate to the defense sector.
The deputy also emphasized that the proposed changes may negatively affect the management structure in the defense sector:
“The new approach blurs responsibility, creates a duplication of functions, and instead of efficiency, we will get chaos in decision-making. In the conditions of war, such initiatives are not just dangerous – they risk disorganizing the management of the defense sphere at a critical moment.”
Draft Law No. 13141 proposes amendments to the Law “On National Security of Ukraine” and defines the key powers of the Ministry of Information and Communications in the field of security and defense. According to the document, the ministry will be responsible for determining the priority areas of technology development in the fields of robotics, unmanned systems and other innovations for defense needs, including dual and military purposes.
In addition, he will be entrusted with the development of the regulatory and legal framework, the creation and implementation of state programs, as well as the promotion of the development of national production of relevant equipment.
