The family of the head of the SBU of Poltava region declared luxury cars, real estate and a recreation complex
The family of the head of the Poltava Regional Department of the Security Service of Ukraine, Kostyantyn Semenyuk, became the owner of property during 2021–2023, the total market value of which, according to journalists, exceeds 12 million hryvnias. This includes residential real estate, expensive cars, and a share in a recreation complex. This is stated in the journalistic investigation of the project “Schemes“.
According to journalists, the Semenyuk family purchased Mercedes-Benz and Audi Q8 cars, 120 square meter apartments in Chernivtsi, as well as part of a recreational complex located in the Bukovina Carpathians. The formal owners of a significant part of this property are the parents of the official’s wife.
Journalists note that the purchase took place during the period when Kostyantyn Semenyuk held senior positions in the Security Service of Ukraine, in particular, he worked as the head of the counterintelligence protection of state interests unit in the SBU department in Chernivtsi region, as well as the deputy head of the SBU department in Vinnytsia region.
Investigators also found out that at least part of this property, namely the Audi Q8 car and apartments in Chernivtsi, is used by Kostyantyn Semenyuk himself together with his wife.
In a comment to “Schemes”, representatives of the SBU press service and relatives of the official stated that the source of funds for the purchase of real estate and cars were the savings of his wife’s parents. According to them, his wife’s mother worked abroad for a long time, in particular in Italy and Israel.
At the same time, journalists note that the seller of the Audi Q8 car, which was sold at a significantly reduced price, turned out to be an entrepreneur who appeared in the investigation materials of the same SBU department where Semenyuk worked in a managerial position. Similarly, business-class apartments in Chernivtsi were purchased at a price almost half the market price from a relative of a person who appeared in investigations into the tax service, where the official’s wife previously worked.
The material also notes that in May 2023, Kostyantyn Semenyuk’s father-in-law Vasyl Hushtyk registered a 2020 Mercedes-Benz GLE 350D for himself. According to the sale announcement, the cost of the vehicle was about 75 thousand US dollars, which is equivalent to approximately three million hryvnias.
In October of the same year, Hushtyk became the owner of another car – a 2019 Audi Q8. At the same time, according to the official registers of the Ministry of Internal Affairs, the price of the transaction was only 68 thousand hryvnias, while the market value of such a car is estimated at approximately 60 thousand dollars.
The seller of this car, according to journalists, was Vinnytsia businessman Andriy Opanasyuk, who had previously come into the field of view of the Vinnytsia SBU Department during the period when Semenyuk held the position of deputy head there.
According to the declarations, the official’s wife, Maryna Semenyuk, had no official income or savings that would allow her to financially assist her parents in purchasing such a volume of property. A similar situation can be observed with regard to Kostyantyn Semenyuk himself, if we compare his declared income with the value of his property.
The head of the Poltava Department of the SBU himself refused to provide personal explanations to journalists and advised them to contact the press service. They reiterated that his wife’s parents had worked outside Ukraine for more than three decades and made all purchases with their own money.
President of Ukraine Volodymyr Zelensky appointed Kostyantyn Semenyuk as the head of the Poltava Regional Department of the SBU on August 7, 2025. Before that, he served as the head of the same unit for more than a year.
After the publication of the material, the SBU additionally reported that the official’s father-in-law granted the right to use one of the vehicles to his daughter, and this information was indicated in the declaration in accordance with the requirements of the law. It is also noted that Semenyuk himself uses his father-in-law’s cars only during trips to his family living in another city.
The Security Service of Ukraine added that the official’s wife’s mother purchased an apartment in Chernivtsi in 2021 after returning from abroad, having concluded an agreement directly with the seller. At that time, Semenyuk’s wife was on maternity leave and did not perform official duties in the tax authorities, and therefore could not influence the course of criminal proceedings.
The department also emphasized that the financial and entrepreneurial activities of the relatives of the head of the Poltava Department of the SBU are carried out within the legal framework and in accordance with the current legislation of Ukraine.
