The Ministry of Education and Culture has completed the allocation of budgetary places for postgraduate studies
A meeting of the competitive commission of the Ministry of Education and Science of Ukraine was held, dedicated to the distribution of the state order for the training of specialists, scientific and scientific-pedagogical workers. According to his results defined 4,917 budget places for obtaining the third level of higher education (doctor of philosophy), which were distributed between higher education institutions belonging to the sphere of management of the Ministry of Education and Culture and private higher education institutions, while 83 places remained in reserve.
In 2025, the Ministry of Education and Science of Ukraine will for the first time place a state order for graduate students on a criteria basis. This is provided for by Order No. 863 dated June 17, 2025 “On approval of the Criteria for the competitive selection of executors of the state order for the training of applicants of the third level of higher education in institutions of higher education that belong to the sphere of administration of the Ministry of Education and Science of Ukraine and private institutions of higher education”, registered in the Ministry of Justice on July 2, 2025 under No. 1023/44429.
The criterion approach involves taking into account a number of indicators, in particular the number of successful dissertation defenses for obtaining the scientific degree of doctor of philosophy in the relevant field of knowledge, the number of graduates of master’s programs in this field, the number of scientific personnel (doctors of science and doctors of philosophy), as well as the number of accredited educational and scientific programs for training PhD with the decision “accredited with the definition of exemplary”.
At the same time, in 2025 there was a decrease in the state order for postgraduate places by about 17%. The most noticeable effect was on the field of “Business, administration and law”. On the other hand, in areas such as Natural sciences, mathematics and statistics, Information technologies, Engineering, production and construction, the volume of orders remained at the level of last year, which is defined as a strategic priority of Ukraine in the conditions of the war and subsequent reconstruction.
