The Ministry of Finance discusses with the NBU the issue of disclosing banking secrecy

The Ministry of Finance is currently discussing with the National Bank the issue of disclosure of bank secrecy. About this stated First Deputy Minister of Finance Denys Ulyutin.

“I’ll be honest: yes, we are having a discussion with the National Bank about bank secrecy. It’s a difficult discussion. It is written in the National Revenue Strategy that we have to come to the disclosure of bank secrecy. And it will happen in any case. But if we were to introduce the whole law with all the things that we consider necessary now, then this law would not even reach the committee. It would not even leave the Cabinet. Everyone is afraid to take significant steps and believe that such steps are not necessary”, – Ulyutin said during a meeting of the Parliamentary Committee on Tax Policy.

Ulyutin emphasized that the register of bank accounts and safes of individuals, the creation of which is provided for by the draft law №13233, will not be public.

“It won’t even be the same as the NAZK register. It is closed. Data is not transferred there.” he clarified.

Deputy Chairman of the National Bank of Ukraine Oleksiy Shaban added that the register will not contain information on balances of funds, movement of funds in citizens’ accounts or contents of safes — only information about an individual, banking institution and account number.

“It is not needed just to have a registry. The registry is one of the elements of joining the European payments system. There will be no registry – there will be no joining. There will be no joining – we will continue to make SFIF transfers to European countries.” Shaban explained.
