The NACP approved the Procedure for monitoring compliance with lobbying legislation

National Agency for the Prevention of Corruption approvedProcedure for monitoring compliance with lobbying legislation. The document establishes a clear monitoring procedure that should ensure legal certainty, transparency, accountability, and optimization of this process.

The corresponding order of the NACP dated October 3, 2025 No. 303/25, registered by the Ministry of Justice on October 17, 2025 under No. 1505/44911, entered into force on November 12, 2025.

The procedure determines the stages of monitoring, the conditions for its commencement and completion, the deadlines for implementation, the sources of information on which it is based, as well as the list of decisions that the NACP may adopt within the framework and based on the results of monitoring.

The document also regulates the consideration of reports of possible violations of lobbying legislation. Such a report must necessarily contain the identification data of the applicant and the person or lobbying entity accused of the violation, factual information about possible signs of the violation, the date and signature of the applicant. A report submitted without complying with these requirements is returned to the applicant with explanations within five days from the date of receipt.

The order was adopted, in particular, to implement the Roadmap on the rule of law and the Roadmap on the functioning of democratic institutions, provided for in the European Union’s negotiating framework.

As a reminder, in August 2025, the NACP held public consultations on the draft document and received an opinion from the Public Council at the agency. The procedure was also agreed with the interested bodies.

On September 1, 2025, the Law of Ukraine “On Lobbying” came into force, which forms the legal foundations of a transparent and responsible lobbying culture, defines the rules for influencing the law-making process and ensures its accountability to society. Simultaneously with the entry into force of the law, the NACP launched a key tool for its implementation – the “Transparency Register”, an open platform for collecting, processing and publishing data on lobbying entities and their reporting.
