The NACP found a house in Spain and other illegal fortunes in the possession of an Odesa deputy

The National Agency for the Prevention of Corruption recorded signs of illegal enrichment in the amount of more than 81 million hryvnias from a deputy of the Odesa City Council and members of his family. The acquired property includes non-residential premises and apartments in Odesa, a car, and a house in Spain. About this informs press service of the NAKC.

In cooperation with the Odesa Regional Prosecutor’s Office and taking into account the data from the National Agency for Search and Asset Management (ARMA), the NAZK found signs of a corruption criminal offense in the deputy, defined by Article 368-5 of the Criminal Code of Ukraine (illegal enrichment).

Lifestyle monitoring carried out by the NAKC showed that in 2021-2024, the deputy, his relatives and persons related to him became the owners of unsubstantiated assets worth more than UAH 81.7 million. In particular, they include non-residential premises in Odesa worth UAH 14.9 million and UAH 1.5 million; apartments worth UAH 7.2 million; a full package of the charter capital of a private enterprise for UAH 12 million; a 2021 Mercedes-Benz S400 CDI car worth UAH 5.4 million; as well as a house and a plot of land in Spain in the amount of UAH 40.7 million.

Since 2010, the deputy has been a member of the permanent commission on issues of communal property, economic, investment policy and entrepreneurship, which gives him access to information about objects of communal property in Odesa and participation in solving privatization issues.

During the inspection, it became clear that the deputy, through a non-profit non-profit public organization dedicated to the protection of the disabled, had appropriated one of the non-residential premises in the city. The organization received the money for the purchase of this facility in the form of an interest-free loan from the representative of the deputy.

It was also established that the declarant’s daughter purchased valuable real estate, vehicles and corporate rights without having declared income. The analysis showed that neither the deputy nor his family had the financial means to legally purchase the specified property.

The NAZC made a well-founded conclusion and handed over the materials to the Odesa Regional Prosecutor’s Office for inclusion in criminal proceedings and further pre-trial investigation with the aim of bringing the deputy to justice. Currently, the deputy is in his own house in Spain.
