The National Development Agency for Business Support has launched in Ukraine

The National Development Agency (NDA) began operating in Ukraine on January 1, providing micro, small and medium-sized businesses with access to preferential financing through partner banks. This was reported by the Ministry of Finance.

As noted, the NDA was formed on the basis of the Entrepreneurship Development Fund (EDF) and operates in accordance with the Law of Ukraine “On the National Development Agency” No. 4622-IX of October 8, 2025. The law also creates conditions for the institution’s direct cooperation with the European Union, which will allow it to attract funding from European programs to support Ukrainian entrepreneurs.

The NUR’s operating model is built according to the best European standards and combines institutional autonomy with a strategic partnership with the government. As the Ministry of Finance emphasizes, the institution was created as a non-profit financial organization of the “second level”, which provides access to financing for priority sectors of the economy through Ukrainian banks.

The main goal of the NUR is to provide micro, small and medium-sized businesses with preferential loans, guarantees and other financial instruments. The institution has autonomous management, regulatory adaptation by the National Bank and the authority to administer state business support programs.

According to the law, the National Development Agency may:

  • provide loans, guarantees and grants;

  • compensate interest and insurance premiums;

  • support state and international programs;

  • conduct analysis of project effectiveness;

  • carry out investment activities;

  • support educational activities for business.

The Ministry of Finance emphasized that the NUR will become a key element of the financial infrastructure of recovery Ukraine, combining state economic policy, international partnership and real financial opportunities for entrepreneurs, in particular for SMEs.
