The Prosecutor General’s Office opened a case due to the failure of the launch of the gambling monitoring system
The Prosecutor General’s Office has initiated criminal proceedings over violations during the implementation of the State Online Gambling Monitoring System. According to the words of the Chairman of the Finance Committee of the Verkhovna Rada, Danylo Getmantsev, the case has been transferred for investigation to the Bureau of Economic Security.
The MP emphasized that due to the delay in launching the monitoring system, the state budget loses about 20 billion hryvnias in tax revenues annually. The main claim is the actual lack of funding and development of the second stage of the system in the interests of game organizers. In addition, law enforcement officers must verify the legality of the transfer of the functions of the technical administrator of the system to the state enterprise “DIYA” and the probable overestimation of the cost of the services provided by it.

It was previously assumed that the system would allow the state to see the operational activities of the gambling business in real time, including fixing bets and payouts.
“Due to the fact that the state online monitoring system has not yet been launched, the state had “damages of 20 billion hryvnias per year were caused,” Danylo Getmantsev emphasized.
In early 2026, it became known that funds for the creation of the second stage of monitoring were not included in the state budget at all. This caused indignation among legislators, since the implementation of control over slot machines and accounting of game results was one of the priority tasks. The second stage of development was to ensure control over compliance with the principles of responsible gaming and accounting for transactions with hryvnia substitutes.
“The appeal to the Prosecutor General’s Office concerned inaction in ensuring financing for services to create the second tier of the system and the alleged abuse of authority when making administrative decisions,” the MP emphasized.
The National Security and Defense Council of Ukraine issued a decree several years ago that obliged the government to immediately introduce an online monitoring system. The same decision introduced strict restrictions on the use of online casinos by military personnel and prohibited the use of military symbols in gambling advertising. The transfer of policy implementation functions in this area to the Ministry of Digital Transformation in February 2025 was supposed to speed up the process, but technical implementation has slowed down again.
Currently, the Bureau of Economic Security must identify the individuals involved in the alleged sabotage of the implementation of the control system. The absence of the DSOM allows part of the market to operate in the shadows, hiding the real volumes of bets and player balance replenishments.
