The retail fuel market in Ukraine is being legalized: businesses have paid over UAH 1.4 billion in taxes in five months

The fuel retail sector is showing notable progress towards detinization. According to the results of January-May 2025, representatives of the industry significantly increased the amount of tax revenues to the budget. In accordance with data, announced by the head of the Parliamentary Committee on Finance, Tax and Customs Policy, Danylo Hetmantsev, more than UAH 1.4 billion was paid in advance income tax payments alone.

In particular, legal entities transferred UAH 1,358.7 million in advance income tax payments to the budget, of which UAH 273.3 million — in May. This is 7.3 million more than was paid in April. During the same period, private entrepreneurs paid UAH 70.5 million in advance contributions from personal income tax, of which UAH 14 million fell in May.

In addition, in the first quarter of 2025, 300.45 million UAH of income tax was additionally received from taxpayers who report quarterly. Another 89.3 million hryvnias — from enterprises that submit reports once a year.

These financial indicators are accompanied by active supervisory work of tax authorities. During the first five months of the year, 431 licenses for the right to trade in fuel of 280 business entities were canceled. In May, regulatory bodies canceled another 71 licenses — 62 for legal entities and 9 for individual entrepreneurs.

The reasons for cancellation vary: termination of gas station activity, in particular from network groups; closure of unprofitable facilities; withdrawal from the market of gas stations that used contraband or falsified fuel; as well as cancellation of licenses in territories where hostilities are ongoing or under temporary occupation.

“Today, almost all market participants, including individual entrepreneurs, pay advance payments. This indicates not only a positive trend in filling the state budget, but also the growth of tax discipline and business responsibility.” — noted Danylo Hetmantsev.

At the same time, illegal gas stations continue to be found in Ukraine. According to the latest data, 428 such objects have been recorded, and about 60% of them are concentrated in Lviv, Odesa, Kyiv, Ivano-Frankivsk and Dnipropetrovsk regions.
