The SBI exposed the theft of generators for the Armed Forces worth more than UAH 5 million: the commander of a military unit and businessmen are under suspicion

State Bureau of Investigation  exposed a criminal group that appropriated diesel generators intended for the needs of the Armed Forces of Ukraine. High-ranking officials of the military unit and businessmen were involved in the scheme.

How the scheme worked:

Commercial structures specializing in the sale of power generators colluded with the deputy commander of the military unit. He secured the victory of the controlled company in the tender for the purchase of a thousand diesel generators for the Armed Forces for the amount of about UAH 43 million.

After concluding the contract, the entrepreneurs did not fulfill their obligations. Taking advantage of the inactivity of the commander of the military unit, they concluded an additional agreement, reducing the number of generators by 133 units, the cost of which exceeds UAH 5 million. These generators were appropriated by the scheme participants.

Suspects and articles of indictment:

• The commander of the military unit – part 4 of Art. 425 of the Criminal Code of Ukraine (negligent attitude to military service)
• Deputy commander – Part 4 of Art. 426 of the Criminal Code of Ukraine (inactivity of the military authorities).
• Director of the enterprise – Part 5 of Art. 191 of the Criminal Code of Ukraine (appropriation of property).
• Deputy director of another enterprise – Part 3 of Art. 27 part 5 of Art. 191, Part 4 of Art. 27 part 4 of Art. 426 of the Criminal Code of Ukraine (appropriation of property and inactivity of the military authorities).

Sanctions of the articles provide for punishment in the form of imprisonment for up to 12 years. The SBI continues the pre-trial investigation, documenting other facts of the suspects’ illegal activities. A petition is being prepared for the court to choose a preventive measure in the form of detention.
