A former State Cinema official sentenced the state to 1.1 million hryvnias for 11 years of absenteeism

The Cabinet of Ministers reinstated to the position of First Deputy Chairman of State Cinema Serhiy Somkin, who in 2014 was released in accordance with the law on lustration. The state must now pay him more than 1.1 million hryvnias in compensation for 11 years of forced absenteeism.

On July 25, the decision was passed by the Vinnytsia District Administrative Court, and already on September 1, the government reinstated Somkin and dismissed him on the same day by agreement of the parties.

The order on his dismissal appeared back on October 16, 2014 on the basis of the law “On Purification of Power”. The official appealed to the District Administrative Court of Kyiv, demanding that the decision be declared illegal, annulled and reinstated.

The consideration of the case was delayed due to the decision of the Constitutional Court regarding certain provisions of the law on lustration. After the liquidation of OASK, the case was transferred to the Vinnytsia District Administrative Court, which accepted it for consideration in April 2025. In July, the court found the dismissal illegal and ordered to pay Semkin the average salary for the period of forced absenteeism from October 2014 to July 2025 — 1,121,276.94 hryvnias.

Derzhkino filed an appeal, but due to non-payment of the court fee, the Sixth Administrative Court of Appeal dismissed the appeal on August 27, 2025.
