The state is ready to provide Ukrainians who are abroad with work with reservations from mobilization: Minister of National Unity

Ukraine faced new challenges: war, economic instability and mass emigration of specialists. The state is trying to change the situation by creating conditions that should encourage Ukrainians to return to their homeland. One such step was the government’s willingness to provide employment at defense enterprises with reservations against mobilization. Oleksiy Chernyshov, Minister of National Unity of Ukraine stated, that this decision is aimed at enabling citizens to contribute to the development of the country without directly participating in hostilities.

Work and reservation: a new state strategy

The authorities in Ukraine recognize that the shortage of specialists in key sectors, such as defense and military-industrial, is becoming critical. To solve this problem, it is planned to create job centers that will work both in Ukraine and abroad. They will not only help Ukrainians find work, but also offer special conditions for specialists: reservation from mobilization and prospects for professional growth.

“Today, Ukraine, some industries, need specialists like air. This is both the defense industry and the military-industrial industry, as well as other industries. We have a shortage of professionals, we have a shortage of specialists, and Ukraine is ready to reserve most of them from military service. That is why we plan to deploy such centers that will help in finding vacancies in Ukraine and in the country where Ukrainians are staying. These job centers will be able to provide services and encourage you to choose one or another professional path in Ukraine. I am sure that Ukrainian men seek this, they want to provide benefits, if he is not ready to continue his path in the military direction, he can offer himself as a specialist – and for this there is a certain mechanism, you just have to use it”, – said Chernyshov.

So, according to him, many Ukrainian men want to help the country, but not all are ready to join the ranks of the Armed Forces. For such specialists, working at defense enterprises becomes an alternative way to contribute to victory.

However, despite these initiatives, the question remains open for Ukrainians as to whether Ukraine is the kind of state that the Constitution declares it to be – democratic, legal and social. After all, the growth of poverty, economic inequality and corruption remain the key problems that force millions of Ukrainians to seek a better life abroad. In their opinion, the gap between the government’s declarations and real life conditions destroys trust in state institutions.

The majority of Ukrainians who left the country are not sure of the stability of the conditions offered to them at home. Even those who agree to return face a lack of social guarantees, low wages and weak protection of their rights.

The paradox of military armor

One of the government’s key proposals – reservation from mobilization – also causes conflicting reactions among Ukrainians. On the one hand, it gives a chance to those who want to work in the rear, without risking the front. On the other hand, such a decision could create new social divisions between those who have access to privileged conditions and those who are forced to defend the country on the front lines.

Today, Ukraine is in a difficult situation, balancing between the need to protect the country and the need to keep or return citizens. The proposed measures look like an important step forward, but in order for them to become effective, deeper problems need to be solved. This is, first of all, ensuring equal opportunities for all citizens and restoring trust in state institutions.

Otherwise, the risk of losing even more professionals looking for a better life abroad will remain high. Ukraine should not only invite its citizens home, but also create conditions where they will feel safe, with prospects for a dignified life.
