The Supreme Court of Justice of Ukraine has passed a verdict against the former head of the Ternopil Regional Council in the case of declaring false data

On October 22, the Supreme Anti-Corruption Court passed a sentence for the former head of the Ternopil Regional Council, who was accused of intentionally entering knowingly false data into the declarations of a person authorized to perform state or local government functions. According to information from the Anti-Corruption Center, this is Mykhailo Holovko.

The court found the former official guilty of committing a crime under Part 1 of Art. 366-2 of the Criminal Code of Ukraine, and sentenced him to a fine of 68 thousand hryvnias with deprivation of the right to hold positions in state and local government bodies (except for elected ones) for a period of one year. The sentence will enter into force thirty days after its announcement, unless it is appealed on appeal.

The investigation established that the official did not indicate information about an apartment with an area of ​​201.9 sq. m in his declarations for 2022–2023, which belonged to his mother, but which he used together with his family. In addition, in his declaration for 2022, he did not declare funds in a bank account and several non-residential premises – a parking space, a car wash and a storage room, which belonged to his family members. The total value of undeclared property for 2022 was UAH 2.2 million, and for 2023 – over UAH 2 million.

Recall that on August 21, 2025, by a decision of the Supreme Administrative Court of Ukraine, the proceedings in the part related to the false declaration for 2023 were closed on the basis of clause 4-1, part 1, article 284 of the Criminal Procedure Code of Ukraine due to legislative changes that increased the threshold of criminal liability from 500 to 750 subsistence minimums for able-bodied persons. These changes had a retroactive effect, as they improved the situation of the accused.

On June 18, 2025, the Supreme Administrative Court found the same official guilty of requesting and receiving over UAH 600 thousand of illegal benefits from a local volunteer businessman.
