The Ukrainian Research Institute will take over the functions of the central MSEC: HEALTH MINISTRY

In compliance with the decisions of the National Security Council and the President of Ukraine Volodymyr Zelenskyi, the Cabinet of Ministers approved a plan to combat corruption violations in medical and social expert commissions (MSEK). As reported The Ministry of Health, the new plan covers several key areas aimed at strengthening the transparency and efficiency of the system.

Creation of a working group to check the decisions of the MSEK, in particular regarding officials, which will allow to assess the validity of the decisions made by the commissions.

The plan for digitalization of examination processes, which the Ministry of Health is developing together with the Ministry of Digital, will allow automating all stages of passing the MSEC.

An audit of disability pension payments for prosecutors and government officials, which will be conducted by the Pension Fund, the SBI, the National Police and the SBU, in order to prevent abuse in the provision of payments.

Submitting draft laws for the comprehensive reform of MSEK, which were prepared by the Ministry of Health and the Ministry of Social Policy, for consideration by the government.

The Ministry of Health has developed a draft law that provides for the transformation of the procedure for determining disability, as well as proposals for the Budget Code of Ukraine, which are currently undergoing public discussion.

An important step was the decision to transfer the functions of the Central MSEK to the Ukrainian State Research Institute of Medical and Social Disability Problems in Dnipro. During 2024, the necessary material and technical base will be created here, which will allow to improve the procedure of examination and appeal of decisions of regional MSEK.

The Ministry of Health reported that the process of appealing the decisions of the MSEC for citizens will remain unchanged. The case, which is appealed to the Central MSEK, will automatically be transferred to the Ukrainian State Research Institute of Medical and Social Problems of Disability, where it will be considered in order of priority.
