The Verkhovna Rada adopted a draft law on combating domestic violence and gender-based violence

The Verkhovna Rada of Ukraine adopted in the second reading a draft law aimed at improving mechanisms for preventing and combating domestic violence and gender-based violence. This document also contributes to the implementation of the provisions of the Istanbul Convention – an international standard of the Council of Europe in the field of prevention of violence against women and domestic violence. About this reported Ombudsman of Ukraine Dmytro Lubinets.

The new draft law provides for a number of important changes. In particular, divorce between spouses is now possible at the request of one of the partners, even during pregnancy or within a year after the birth of a child. If one of the spouses has committed or continues to commit domestic violence, reconciliation mechanisms cannot be applied. Mediation is also prohibited in cases involving domestic violence or gender-based violence.

Particular attention is paid to helping victims of conflict-related sexual violence. Such individuals will have access to specialized support services that provide the necessary assistance and rehabilitation. Within the scope of this law, the creation and expansion of a network of institutions offering psychological, medical and legal assistance is envisaged.

The draft law also increases the level of transparency and efficiency of mechanisms for responding to cases of violence, creating legal instruments for faster and more effective protection of victims. The adopted changes are an important step in creating a safer society where human rights and human dignity come first.
