The Verkhovna Rada adopted amendments to the State Budget for 2025
On October 21, the Verkhovna Rada approved amendments to the State Budget for 2025, which provide for the allocation of an additional 325 billion hryvnias for defense. Of this amount, 292 billion is income from frozen Russian assets.
Earlier, the head of the Verkhovna Rada Committee on Budget, Roksolana Pidlasa noted that the committee had approved the relevant amendments to the budget, which provide for an increase in funding for the national security and defense sector by 325 billion hryvnias.
According to the document, out of the total amount of 324.7 billion hryvnias, the largest amount will go to the needs of the Armed Forces of Ukraine – 210.9 billion hryvnias, as well as to the production and purchase of weapons and ammunition – 99.1 billion UAH.
Other expenditures will be distributed as follows: the National Guard will receive UAH 8.1 billion, the State Special Communications Service for the purchase of drones — UAH 4.3 billion, the Security Service of Ukraine — UAH 1.3 billion, the State Special Service for Transport — UAH 918 million, the Border Guard Service — UAH 83 million, the State Security Service — UAH 28.8 million, the Foreign Intelligence Service — UAH 8 million.
Funding is planned to be provided from three sources: UAH 294.3 billion will come in the form of international aid (non-repayable loans from the EU), UAH 10.4 billion — thanks to a reduction in non-military spending, another UAH 20 billion is expected to be received from an increase in tax revenues from the salaries of military personnel.
As a reminder, on September 15, the government approved the draft state budget for 2026 and submitted it to the Verkhovna Rada. Security and defense, as well as social sustainability, have been identified as top priorities.
