The Verkhovna Rada did not support changes in the rules for gasoline production and the introduction of fines for bioethanol

The Verkhovna Rada did not support bill No. 13219, which provided for changes in the rules for gasoline production and the introduction of fines for fuel without bioethanol. This was reported by People’s Deputy Yaroslav Zheleznyak.
The document, developed by the Committee on Energy and Housing and Communal Services, proposed increasing the share of biofuels in gasoline to over 7% – effectively introducing E10 gasoline, which is already used in Poland. The bill also provided for the postponement of fines for failure to comply with these standards until July 1, 2026.
As notes enkorr, the vote on the bill may not take place by the end of the year, so its consideration in the Verkhovna Rada will probably be postponed to mid-January. For now, the document has been sent for a second reading with a shortened preparation period.
Due to the lack of adoption of the bill, the provisions of Law No. 3769-IX of May 1, which obliged sellers to add at least 5% bioethanol to gasoline, remain in force. At the same time, the effect of fines for failure to comply with this norm was postponed until January 1, 2026, so currently gasoline with alcohol is added voluntarily.
By the way, the law provides for various fines for violating bioethanol requirements. For example, for 1,000 liters of gasoline without the required proportion of bioethanol, the fine is UAH 18,168. For a delay in submitting information about biofuel for up to seven days – UAH 227,100, and for a long delay or failure to submit data – UAH 333,080.
The market, as experts emphasize, is currently not ready for a mandatory transition to alcohol-based gasoline due to technical limitations when mixing it.
